Committee and Doubt as to Procedure:
The “referee” in golf tournaments is the Committee. The Committee can help resolve rules disputes and other conflicts on course. If the Committee is not available and there is a rules dispute, players must agree on a ruling that best fits with the Rules of Golf. The Committee appoints referees to handle rules disputes and other questions of fact.
Doubt as to procedure: when in doubt, play a provisional ball. This means that when you’re unsure what the proper ruling is, and the Committee is unavailable, play a second ball, which you know is a provisional ball. You must declare your intention to play a second ball after you identify the uncertain situation and before you make a stroke. If you play a second ball without declaring your intention to do so, the second ball cannot count but there is no additional penalty.
The committee uses the naked eye standard to evaluate rulings/disputes not covered by the rules of golf. They use their best judgment to make a decision given the circumstances.
If the Committee posts an incorrect score or gives an incorrect ruling, the players can correct them if they supply enough evidence.
